Snow: Congress Has No "Oversight Responsibility over the White House"
Normally I would just laugh this off as the press agent being intentionally obtuse. However, having heard the exact same thing from John Bolton on his recent appearance on The Daily Show and the President repeating this "fact" during his address a couple days ago, it would appear that the administration actually believes that the system of checks and balances doesn't apply to the Executive branch. That is more than a little worrisome on several levels.

Authority to Conduct Oversight Granted by the US Constitution as stated in the Congressional Oversight Manual (.pdf) - starting on page 11.

There is also this reference to the Supreme Court ruling on the issue.
This system is what makes America as great and as strong as it is, and frankly I find this assault on the Constitution to be incredibly egregious. They assume the people will not stand up and point out the falsehoods and challenge the statement, and unfortunately they're not wrong for believing this. The Bush administration is assuming that Congress will also believe these falsehoods and will not wield their Constitutionally granted power, and I am praying this is not the case and they act responsibly and correctly for once.

To be fair, the Constitution is just a piece of paper.

This statement officially qualifies you for the Supreme Court. You should get your resume together.
